Almost all children will bump their heads, especially when they are babies or toddlers and are just learning to roll over, crawl, or walk. These accidents may upset us, but sometimes our anxiety is usually worse than the injury. Falling and bumping your head can be considered as a part of growing up but only if it was guaranteed to result only in a small thud and nothing more significant. Most head injuries in babies are minor HOWEVER some injuries may have long term implications.
Helmets or protective headgears are designed to absorb some of the impact energy should the head hits a solid object. Any kind of energy absorption has the potential to make a difference in the injury outcome to the head/brain.
So 2 wobbly feet, one big head and undeveloped muscles definitely would benefit from a protective headgear.
